Symptoms

On Oracle Fusion Applications, release 11,  transactions are failing with an error.

  "Value 15 is not in list"


Steps to reproduce
--------------------------
  1. Approvals turned on but even when off the same error message occurs.
  2. Manage Employment (Assignment Change), Person Gallery (Working Hours Change), and New Person all return this error.
