Problem Creating a New Hierarchy for Geographies

Having issues when entering Geography data through the "Manage Geographies" UI.

When modifying a City to add a County once it its created, the city disappears from the list in the UI.
It seems the only way to get the city to return back into the list is to log out and log in and return to Manage Geographies.

Expecting to select a city and add a county and have them appear in the list without exiting the Manage Geographies task and reopening it.

The issue can be reproduced at will with the following steps:
1) Create a new Address in Manage Geographies for Brazil
2) Choose the "Minas Gerais" State
3) Choose the "MACHADO" City
4) Select the row for City MACHADO to create the "JARDIM" County
5) After saving the County, the MACHADO City has disappeared.
6) Logout and login and return to the MACHADO City and it is there.

The issue has the following business impact:
Due to this issue, users are having difficulty modifying the geography data.
