Employee Enrollment is using old 2015 rates

Client has Life Event "New Hire with Wait" and it is using old 2015 rates for all employees whose life event occurred in 2015 but their coverage starts in 2016.

For example employees hired on 11/16/2015 and Medical Coverage starts on 02/01/2016. It is using old 2015 rates instead of 2016. It looks like it is using life event occurred date (11/16/2015) to get the rates.

What is causing this situation?
