AR Invoice Created Via WSDL - Stuck In Manage AutoInvoice Lines (Doc ID 2142304.1)

Symptoms

On : 11.1.10.0.0 version, Billing - Auto Invoice

ACTUAL BEHAVIOR
---------------
Created an AR invoice via the WSDL processInterfaceLine (see attached payload file). It successfully created an interface record and can be viewed in the attached Manage AutoInvoice Lines Excel file. When submitting AutoInvoice, it does not return with any errors, but does not create an invoice either.

EXPECTED BEHAVIOR
-----------------------
Invoice should load into AR after running AutoInvoice

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create AR Invoice using WSDL
2. Load into AR Interface table
3. Run Import AutoInvoice

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot load invoice and is impacting implementation project timeline.
