Symptoms

Customer Specific Pricing rules do not run when an item is added to a quote through Configuration.
The price is zero (0) when a configured item is added to a quote, until that item is reconfigured or updated using an action, after which the price will update as expected.
The price updates as expected when a quick key item is added to the quote.
