User can see comments for some Facebook and Twitter properties for the channels, but do not have the ability to reply back to messages, posts, tweets, etc. User doesn't see the reply option under the gear symbol. User can see the option and reply to other channels comments, messages and tweets; 'reply' is an option under the gear symbol.
