PA Local tax not considering Group Term Life
When an employee has group term life (Primary Classification Imputed Earnings), the Philadelphia City taxable wages excludes the Group Term Life amount.
EXPECTED BEHAVIOR

GTL should be included in the taxable wages for PA/Philadelphia local tax
Example

The issue can be reproduced at will with the following steps:
1. Gross wages are 3750.00, GTL is 9.90, other pre-tax deductions total 372.00
2. (3750.00 + 9.90 = 3759.90) - 372.00 = 3387.90 is the expected taxable wages
3. The system is calculating 3750.00 - 372.00 = 3378.00 for Philadelphia taxable wages
