Cannot Find Link Of Partner User Account Creation

Symptoms

Mange User Details link not visible in partner contact detail page.

1. The user who creates the partner and partner contact has Channel Operations Manager and Channel Account Manager roles.
2. Partner status is Active
3. Still when you go to partner contact page 'Manage User Details' link not visible.

Due to this issue channel organization unable to provide user account access to partner users.
