CRM Installation do not continue after opening Outlook (Doc ID 2143389.1)

Symptoms

On : 11.1.10.0.0 version, Microsoft Outlook

ACTUAL BEHAVIOR
---------------
after installing the OSC for Outlook addin the application is not opening the first synchronization window when Outlook is started

EXPECTED BEHAVIOR
-----------------------
After install, a series of steps should be completed in order to first configure the app and perfrom 1-st synch

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. INSTALL ADDIN
2. open Outlook
3. no windows pop up to perform 1-st sync

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot use the product
