On :  11.1.11.0.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR  
---------------
Auto Assignment Of Territories not happening on Account records, when the Aux dimension field is made conditionally required. (though the condition is as simple as return true)

EXPECTED BEHAVIOR
--------------------
Expected Auto Assignment of Territories to happen on update of Account.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to crm
2. Go to an account and update the field (aux dimension field)
3. save and close


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot get assigned account in there territory.
