Something Wrong In Assignment Process, Opportunity Failed To Assigned To Territory (Doc ID 2143995.1)

On : 11.1.10.0.0 version, Territory Management, Quotas

ACTUAL BEHAVIOR
---------------
Opportunity assignment is not working as expected.

Setup is performed as specified in the document attached - 'Assignment_of_Territories_based_on_Opportunity_Owner.docx', but still the territory assignment is not happening as expected. No territories are assigned to the Opportunity even after running the 'revenue territory assignment' process manually.

The similar setup is performed in Stage and it is working fine.

EXPECTED BEHAVIOR

The Opportunity should be assigned with the territory where the Owner ID matches as per the territory definition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Create an Opportunity and Save it (or) run the manual 'revenue territory assignment' process and notice the territory is not assigned
