SUI Global Search Returns Nothing

The Global Search returns no values. Customer has tried using the beginning of a customer name, the end of customer name, and wildcard characters but we always get an error message

FND-6602 The search cannot be completed. Try again with more search terms.

The issue can be reproduced at will with the following steps:
1. Login to Oracle Sales Cloud
2. Search using Global Search
3. Getting an error.

The issue has the following business impact:
Due to this issue, users cannot use global search.
