Charter Graph Does Not Display or Displays Incorrectly After Being Promoted to a Project in Instantis EnterpriseTrack (Doc ID 2145306.1)

Symptoms

Charters that are promoted to Projects contain a graph at the bottom of the page, this graph either does not display or displays incorrectly

STEPS

The issue can be reproduced at will with the following steps:
CHARTER WITH NO GRAPH
1. Log into Instantis EnterpriseTrack as a User who has the permissions to navigate to and view Charters
2. Navigate to the affected Charter
--a. Navigate to the Charter Basic Details page (if necessary)
3. Scroll to the bottom of the Charter
4. The Phase and Dates Duration Graph does not contain any information
