OTBI-E Load Error: Replicate To SDS Task Fails With Error Dangling Meta Character '?' Near Index 0?^

The load plan fails with an ODI-1519 return code
- The PB8 patch was applied early in the Test environment (https://XXXXXXXXXXX-test.otbie.us2.oraclecloud.com/) to allow user to reset the SDS schema for the Taleo application instance in order to run a full load from the Taleo production environment (and the Fusion production environment as well).
- Reset the data warehouse prior to generating the load plan.
User generated a new load plan, which was created successfully with the following warnings."Scenario referenced in master load plan template should set version to -1 => SDE_TALEO_14_B_ADAPTOR_SDE_TLO_DOMAINGENERAL_LOV".
- During the Cloud to SDS load phase of the load plan, specifically the step named “Domain – Step 2” within the Taleo SDS load group, the load plan execution failed.
The following is the error message from this step:
ODI-1217: Session CLOUD_CONNECTOR_INVOKE_WEB_SERVICE (1672505) fails with return code 7000.
ODI-1226: Step Cloud Connector Invoke Web Service fails after 1 attempt(s).
ODI-1232: Procedure Cloud Connector Invoke Web Service execution fails.
Caused By: org.apache.bsf.BSFException: The application script threw an exception: java.lang.RuntimeException: -- Custom Exception - HTTP error code : 500---- Internal Server Error CLOUD_REP-00004:Server ErrorDangling meta character '?' near index 0?^
Within Domain – Step 2, the “CLOUD_CONNECTOR_INVOKE_WEB_SERVICE” session failed. And within that session, the “Cloud Connector Invoke Web Service” step failed.
