Minimize Email Notification Spam with more detailed configuration options

Notifications are not fully configurable in Fusion per Workflow design. This results in an all or nothing delivery of
notifications for users that may be infrequent in the system like Managers and Employees.

Notifications should be configurable in 2 ways:
1. In terms of content, the content should be modifiable by customers to ensure based on the notification by process,
    the users are properly informed with the required amount of details.
2. Timing & Sequence of the Notifications. Notifications are sent multiple times throughout a business process, where
    the customer needs to be able to control when and which type of notification is to be sent out.
3. Notifications based on Action/User. Example would be, administrators modifying employee assignments do not need
    to be informed that they have submitted a transaction, however customers may want the completion or failure transactions to be delivered to the employee.
