Create Timesheet Error "The Timesheet Period You Are Attempting to Create Cannot Overlap with an Existing Timesheet Period"

When attempting to create new Timesheet Periods the error message "The timesheet period you are attempting to create cannot overlap with an existing timesheet period" displays.
The issue can be reproduced at will with the following steps:
1. P6 web - Administer
2. Enterprise Data - Global
3. Timesheet Periods
4. Add new Timesheet period after last existing period
5. Result: Timesheet cannot overlap error
