Running the "Process Supply Chain Orchestration Interface" ESS Job Causes "No records found in the interface table" Error When Creating Supply Order From Min-Max (Doc ID 2146971.1)

Symptoms

When attempting to run Process Supply Chain Orchestration Interface after executing the Print Min-Max Planning Report, the following error occurs -

Error: No records found in the interface table for the given input to the ESS job


The issue can be reproduced at will with the following steps:
1. Executed "Print Min-Max Planning Report" ESS and generated min/max report for an item.
2. Then executed "Process Supply Chain Orchestration Interface" ESS.  No records were processed and supply order wasn't created.
3. Was expecting a transfer order from Org 001 (which has onhand) to Org 005.
