Symptoms

On : 11.1.11.1.0 version, Activity Management

ACTUAL BEHAVIOR
---------------
When logged in with a user that has FND_READ_ONLY_MODE set to YES, user is able to create Notes.

EXPECTED BEHAVIOR
-----------------------
When logged in with a user that has FND_READ_ONLY_MODE set to YES, user should not be able to create Notes.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set user Read only with FND_READ_ONLY_MODE set to YES
2. User is able to create Notes for all objects, getting both the error : "You have read-only access to all applications. You cannot perform updates." AND the confirmation message " The Note was created."

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot restrict read only users from creating notes.
