Partner File Export Not Working

On : version, Partner Management

Partner export not working. Results in 'Error'
Expecting to see exported data file for Partner object.

Status of export shows as 'error'

The issue can be reproduced at will with the following steps:
1. Navigator > Setup and Maintenance > Schedule export process
2. Actions > Create
3. Enter name, select Next, Next,
4. For Export Object, select Partner, Next, Next, Activate
5. Refresh
6. In export partner: History, Status = Error.
Expecting to see exported data file for Partner object.

The issue has the following business impact:
Due to this issue, users cannot Export partner data
