Symptoms

When attempting to promote a Charter to a Project or Quick Create a Project, the following error occurs.

CHARTER ERROR
-----------------------
Charter dates edit error. Please correct the errors shown below, and try again.
Evaluation exception during submission.

CHARTER STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Log into Instantis EnterpriseTrack as a User with Permissions to promote a Charter
2. Navigate to the Charter Listing page
3. Select the Charter that is ready to be promoted
4. Click the "Workflow" drop down menu
--a. Select the "Accept Charter & Create Project" option
5. Fill in all required fields
6. Click the Create button
7. Receive error

PROJECT ERROR

Quick Project - Error. Please correct the errors shown below, and try again.
Evaluation exception during submission.

PROJECT STEPS
-----------------------

The issue can be reproduced at will with the following steps:

1. Log in as Application Administrator (app_admin) or user with equivalent privileges
2. Navigate to Projects > Create a Quick Project
3. Populate mandatory fields and click the Save button. Receive error message

Changes

 This Issue only occurs in Accounts still in the Configuration Process as it is affected by UAT Deletion and UAT Creation after Deletion
