Symptoms

The "Reopen Phase" option under the "Manage Schedule" menu on the Schedule (Roadmap) page is not selectable for Completed or Closed Phases even when the User has the "Reopen Top Level Activity" Permission

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log into Instantis EnterpriseTrack as a User who is assigned to the affected Project and has the "Reopen Top Level Activity" Permission
2. Navigate to the Project with the Closed or Completed Phase that needs to be Reopened
3. Navigate to the Schedule (Roadmap) page
4. Select the "Manage Schedule" drop down arrow
--a. The "Reopen Phase" option is not selectable
