Inner City Jurisdiction Default Unchecked After Uploading Tax Jurisdiction Via Spreadsheet Template (Doc ID 2147954.1)

Symptoms

On : 11.1.11.1.0 version, Set Up FCR-Define Tax Configuration

ACTUAL BEHAVIOR
---------------
User is uploading Tax Rate using spreadsheet
Tax Status, Tax Jurisdiction and Tax Rates got created successfully.
After creation of Tax Jurisdiction Inner City Jurisdiction is not editable.
Inner City Jurisdiction is not available in Tax Rate spreadsheet also.


EXPECTED BEHAVIOR

Field should be available in Tax Rate spreadsheet

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download Tax Rate Rapid Implementation Worksheet
2. Populate the data - Inner city Jurisdiction field is not available in spreadsheet
3. Upload the data - Tax Status, Tax Jurisdiction and Tax Rates got created successfully
4. After creation of Tax Jurisdiction Inner City Jurisdiction is not editable.

BUSINESS IMPACT

Due to this issue, users cannot update Inner city jurisdiction by using spreadsheet.
