Fusion Applications Task Attachments Names are truncated after submitting

Sometimes task attachments names are truncated after submitting.  This happens for all flows: when the approver opens the task and tries to open the attachment, it throws "File not found error".  The attachment name should  be kept unchanged after submitting the task to approval, in order for the approver(s) to be able to open and see the file content.

The issue can be reproduced at will with the following steps:

1. Initiate an HCM workflow with an attachment having the file name  longer than 30 characters.
2. When the approver opens the task to approve/reject he only sees a part of the attachment name.
