When creating Sourcing or ATP rules, newly created organizations are not visible in the Organization LOV.
The issue can be reproduced at will with the following steps:
1. Go to Manage ATP Rules / Manage Sourcing Rules
2. In the Organization LOV, the newly created organization is not available
