Quota publish date with respect to Resource hire date and Territory activation date

The document shows 3 scenarios where publishing quota can throw error.
When attempting to Publish a sales quota, the following error occurs.
Case 1 :
When the territory is active since dd mmm yyyy and you have assigned territory quota to the territory before its active date.
For Example, A territory X is activated on 20th June 2016 and sales quota plan is for FY 2016-17. Now when we assign quota to territory X for month of March 2016, we get the above error.
You cannot publish quota for the territory XXXX because the territory has revenue quota assigned prior to the territory quota start date.
Case 2 :
When the resource is active (Hire Date) since dd mmm yyyy and you have assigned a resource quota to this resource before its active date i.e. before dd mmm yyyy and trying to publish it.
For Example, A resource X is hired on 20th June 2016 and sales quota plan is for FY 2016-17.
Now when we assign quota to resource X for month of March 2016, we get the above error.
The quota was allocated to resource XXX for the sales goal XXX for a period prior to the resource's start date, dd mmm yyyy. (MOT-480497)"
Case 3 :
When the territory owner active date is after territory publishing date
For Example, the territory owner X is hired on 20th June 2016 and sales quota plan is for FY 2016-17. Now when we assign quota to resource X for month of March 2016, we get the above error.
You cannot publish quota for the territory XXX because the territory owner XXX is future dated
STEPS TO REPRODUCE
1. login to applications
2. go to Navigator > Sales > Territories and Quotas
3. click on Manage Sales Quotas task at left side
4. select any quota, click on Publish button
5. there is the error seen
