Project Code is Showing Blanks in Pro Client Even Though a Code is Assigned And Results in Error When Attempting to Change.

When attempting to change a Project Code in the Project table, the following error occurs:

The issue can be reproduced at will with the following steps:
1. Using the Pro client, browse to the Project View and open a Layout that shows Project Codes.
2. Note that some of the Project Code Values do not show in the Project table, but show in the Project details.
3. Attempting to change the Project Code Value in the Project table results in error.

The issue has the following business impact:
Due to this issue, users cannot see some Project Codes in the Project table that are assigned to the Project.
