Lead Saved Searches Producing Incorrect Results (Doc ID 2150246.1)

On : 11.1.10.0.0 version, Leads, Sales Campaigns

ACTUAL BEHAVIOR
---------------
The default saved searches are producing incorrect results. For example, "My Open Leads" doesn't show any Leads. The customer doesn't use Territory management; however, when looking at saved search leads in my territory, the user sees all of the Leads even if user is not the owner. If the user searches for leads "All that I can see" he sees only the leads that he owns.


EXPECTED BEHAVIOR

The "My Open Leads" saved search should return all of the open Leads with Qualified or Unqualified status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Lead application
2. Select "My Open Leads" from the List dropdown on the Lead Summary page
