Error When Adding Element To Resigned Employee - "Attribute LegislativeDataGroupId is required"

On : version, Global Payroll

When attempting to add an element to pay final settlement in X month (say for example May'16) to an employee who resigned on in the previous month (say for example 14-Apr-2016), the following error occurs.
When you try to add the element from Payroll Calculations > Manage Element Entries, it is not showing assignment number

"Attribute LegislativeDataGroupId is required"

The issue can be reproduced at will with the following steps:
1. Person Management > Manage Element Entries > Error:
"Attribute LegislativeDataGroupId is required"

The issue has the following business impact:
Due to this issue, users cannot pay the employee.
