Unable To Set Partner Record's Owner Via Web Service

While trying to create partner records via web service, createPartner call. Everything but the partner owner works.
If try to set the owner directly via the field OwnerPersonPartyId, there is the error message "JBO-27008: Attribute OwnerPersonPartyId in view object Partner cannot be set."
Alternatively, creating the partner without owner works.
If try to update the partner afterwards with an owner, the same error occurs.
If setting the owner with setPartnerAccountOwner, the error message is "JBO-ZPM:::ZPM_PRT_REQUEST_SERVICE_ERR: ZPM-3420079 Request could not be processed due to an error while performing an operation makePartnerResourceOwner on consultant service. Contact your administrator for more details."
The call to setPartnerAccountOwner does not fail if setting the owner to the PartyId of the user who created the Partner.
