Unlocking Users Via the Cloud Administration Application is Failing with Error 'User(s) Unlock Operation Failed'

When an Oracle Cloud Customer Administrator attempts to Unlock users with the Cloud Administration Application, they receive a message: "User(s) Unlock Operation Failed.  Some/All of selected users could not be Unlocked."

To reproduce the issue:

  1. Log into the Cloud Administration Application
  2. Highlight the user that is Locked
  3. Click "Unlock"
  4. Receive error message.
  5. If the Administrator tries again later, they may be able to successfully unlock the user.
