Passport: No Pop-up When The Service Is Triggered

With a TEE Passport service that receives a URI in the provider's new request acknowledgement, two different behaviors are observed depending upon how the service is requested.
Scenario 1: Manually Requested Service
In the Recruiting submission screen, More Actions > Request Service results in a pop-up populated by the service's provider where the user enters information.
Scenario 2: Triggered Service
There is a CSW step/status configured to request the service automatically. A user moves the candidate's CSW into the step/status and the service's request is submitted. However, there is no pop-up.
