Not Able to Replace a Manager for Existing Organization (Doc ID 2152076.1)

Symptoms

Customer has deactivated the manager (Sales VP) for an Organisation.
Now when customer is trying to create a new user as Sales VP for the same organisation, they are not able to find that organisation when customer tries to search for the organization in Manage Users.
