Fusion-Taleo: A Location's City/Address Change In Fusion Does Not Carry Into Taleo

Symptoms
A location is successfully created in Taleo Enterprise Edition via the out-of-box (OOB) synchronization process from Fusion. Later, the location is sent again to Taleo but with a different city but it doesn't change in Taleo.
The response to the integration request from Taleo in TCC console contains a message that says, "The field 'city' was removed from the change set". For example:
