Application Error Occurs When User With Custom Role Opens Scanned Invoice Image Attachment

An application error occurs when a user having an inquiry-only custom role tries to open the scanned image URL attachment.
The issue can be reproduced at will with the following steps:
1. Log in with user having custom inquiry-only role
2. Go to Manage Invoices and look for a scanned invoice
3. Click on the hyperlink for the attachment and an application error message appears.
User with custom role should be able to view attachments created by the Imaging solution.
