The following error occurs when creating a new worker using the Worker.dat in HDL:

JBO-PER:::PER_EMCOR_ASG_INV_ASG_NUMBER: PER-1530254 The assignment number already exists. Enter a unique assignment number.

There are no employees in the system so this assignment number cannot already exist.
