Scheduled processes for HCM Extracts are killed when downtime happens, i.e., the ESS server is brought down.

Need to be able to do the following based on the phase the extract was in (this would apply more to the Changes Only mode scheduled extracts - rather than the full extracts)
a) Rollback
b) Resume
c) Restart
