Symptoms

 Trying to access from a Compute-based service instance VM (e.g. Compute, DBaaS, JCS) Oracle sites such as oracle.com, support.oracle.com, edelivery.oracle.com, partnerstore.oracle.com etc, results in request timing out errors.
