Symptoms


Users see duplicate Resources in Resource Directory and they cannot identify which resource belongs to the user they see in Manage Users UI


EXPECTED BEHAVIOR
-----------------------
They shouldn't get duplicate records in Resource Directory for the same user.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC -> Navigate to Manage Users from navigator.
2. Search for User ABC in Manage Users -> Only one record returned for this user
3. Navigate to Resource Directory and search for the same user ABC -> Two records are returned

The issue has the following business impact:
Due to this issue, users are having trouble identifying the right resource to update \ edit.
