HTML Attribute Default Defined on Configuration Flow Does Not Run On Reconfigure

Information in this document applies to any platform.
When HTML attributes in configuration have their default defined on the configuration flow, on reconfigure they will have the default value defined on the attribute level instead (they will be blank if this is not specified.) This occurs even if "Override" is selected.
On initial configuration the value is from the configuration flow default as expected.
The following are the steps to define a configuration flow default for an HTML attribute:
- Open the configuration flow layout (Catalog Definition > Appropriate Level > Configuration Flow > Layout [Desktop])
- Click on the gear icon next to an HTML attribute
- Behavior Properties tab
- Adjust Default value under "Layout", check Override
- Check Ok, Save the layout, Deploy Commerce if necessary
