Unable to Readd a Previously Deleted User in OIM

After deleting a user in the OIM, cannot recreate the same user, the following error occurs.

"Unable to cre. . ."

The issue can be reproduced at will with the following steps:
1. Open OIM User Admin.
2. Delete a user.
3. Readd same user.
4. Status shows: "Unable to cre. . ."

The issue has the following business impact:
Due to this issue, users cannot delet a user in the OIM, then recreate the same user.
