Request: Workflow Emails to be Sent to Required Users Instead of Entire Team

Problem Description
User started setting up workflows and noticed that it can generate many emails amongst the team that is involved with the workflow. User is requesting that they only get emails when it is their turn to do a step, and not to get update emails that may not apply to them.

For example, the entire team may get an email if a step was not approved, instead of the one person it would affect. The purpose of workflows is to reduce email back and forth, and this creates many unnecessary emails.
