HDL: Can not Update the Translated Record of Content Item (Doc ID 2157636.1)

On : version, HCM Data Loader

When load the ContentItemTranslation.dat to translate the existing data,
the following error occurs even if ContextName and ContentItemName are correct.

The Translation Record was not created because the base record does not exist.

The issue can be reproduced at will with the following steps:
1. Load ContentItemTranslation.dat by HDL
