Documents Fail to Upload to OSN or Uploaded Attachments Continuously Load in Preview or Error "Preview not available"

Information in this document applies to any platform.
Documents either fail to upload, or after upload of the document to Oracle Social Network (OSN), they remain unavailable for preview/proofing.
When there is an issue with previewing an attachment, the document icon continues to "spin" in the conversation view as if it was still uploading.
Selecting the document to preview may also result in an Error:
