No E-Mail Is Sent During Cloud User Creation or Password Reset (Doc ID 2158052.1)

Symptoms

In an Oracle Primavera Cloud environment, creating a new user and password or resetting an existing user's password in Oracle Identity Manager (OIM) does not send the user an email notification with the new password, even when the notification option is checked.

The issue can be reproduced at will with the following steps:
1. Login in OIM using an Admin account.
2. Go to Administration > Users, highlight one user, and choose 'Reset Password'.
3. Manually change the password and check "E-mail the new password to the user".
