Outlook Plugin Option Pop-up Not Accessible (Doc ID 2158564.1)

Symptoms

On : 11.1.10.0.0 version, Microsoft Outlook

ACTUAL BEHAVIOR
---------------
OSC for Outlook - Option pop-up no longer accessible following distribution of 3.06.22

Since the deployment of 3.06.22 client, end users cannot access to Oracle Sales Cloud for Outlook icon in the Notification area (green globe) -> "Options". 
The pop-up is actually displaying very sporadic information for a moment and then disappearing, the result is that users cannot modify any option. Customer is using manual customization package.
