Fusion Compensation : Salary: Salary approval based on number of times a line manager uses an action reason

Configure Approval Flow based on the number of times a line Manager uses a action reason in a year
We want to setup approval flow for Salary Change transactions done by Line Manager based on the number of times a particular action reason is selected in a calendar year.
For example: If a manager uses action reason as “Cost of Living Adjustment” for more than 2 times in a calendar year for Salary Change, then the approval will go to line manager + 1 level up + HRBP + Talent COE.
