On Oracle Fusion, version, On transaction screen, after creating a transaction, taxes are not calculated correctly

As the transactions are registered to calculate taxes, expecting to have taxes calculated correctly:

i.e.: The tax rates calculated for Arizona state are not correct as are the same as for the California state

The issue can be reproduced at will with the following steps:
1. Go to Receivables
2. Go to Billing
3. Go to Transactions
4. Go to Create Transactions
5. Create a transaction
6. Go to Invoice details and observed the taxes are not calculated correctly
