User Unable To “incomplete” Credit Memo

User unable to “incomplete” credit memo

One of the credit memo is having 'Incomplete' button greyed out. We are unable to incomplete it from any of the user.

User should be able to perform incomplete action on credit memo.

The issue can be reproduced at will with the following steps:
1. Navigate to Billing workarea -> Manage Transactions.
2. search for credit memo and open.
3. Incomplete button is disabled.
