RBA - when creating a rule with "Any Condition Met" - all users are assigned

The Rule Based Assignment should work even with Any Conditions Met

The issue can be reproduced at will with the following steps:
1. Setup and Maintenance --> Manage Sales Assignment Manager Rules --> Sales Team Menber accomodation --> Category --> Across country rules --> --> create a new rule --> Select Rule Applies If
2. Go to Simplified UI --> Opportunities --> create a new opportunity --> see the sales team.

The issue has the following business impact:
Due to this issue, users cannot assign the right team to the opportunities.
