Web Service Calls Prompt Error "javax.xml.ws.WebServiceException: java.net.ConnectException: Connection timed out" after OTM Upgrade

After upgrade any calls to External Systems like Rateware Connect or PCMiler do not return data. A Connection timed out exception, "javax.xml.ws.WebServiceException: java.net.ConnectException: Connection timed out" is observed in the Logs.
